Undo revision 4680578 by ExE Boss (talk): neither this is the local configuration; furthermore, recreating the Lua logic in wikitext is a plain waste of efforts (not to mention that it’s not even correct: {{#if:}} simply tests emptiness, so the “and” in the middle ensures that it will always be truthy, no matter what the parameters are)
